Maryland Public Service Commission Invites Comments on Proposed Solar Project in Kent County

(BALTIMORE, MD) – Local residents and other interested members of the public are invited to comment on a proposal by applicant Herman Highway Solar 1, LLC to construct a 3.0 megawatt alternating current (MWac) community solar project in Kent County. The public hearing will take place on Thursday, October 15, 2026, at 6:30 p.m. at the Comfort Inn & Suites Chestertown, 150 Scheeler Road, in Chestertown, MD.
The Maryland Public Service Commission has delegated this case to its Public Utility Law Judge Division; Public Utility Law Judge Amy Schaeffer will preside over the hearing.
In September 2025, the developer applied to the Commission for what is known as a Certificate of Public Convenience and Necessity (CPCN), which grants an applicant the authority to construct, modify or operate major public utility infrastructure. According to the application, Herman Highway Solar 1, LLC proposes to construct a 3.0 MWac community solar project that is anticipated to occupy 29 acres of an approximately 85-acre parcel located at Augustine Herman Highway in Kennedyville, Maryland.
In addition to taking comments from the public, the hearing will include presentations by the applicant and the Power Plant Research Program of the Maryland Department of Natural Resources, followed by the Commission’s Technical Staff, as to their recommendations regarding the proposed project.
